A flag is not evidence.

Anyone can put a European flag on a landing page. We check who owns each service, which law governs it, and where your data actually lives, against public registers, regulators and filings. Then we score only what we can prove.

Evidence over labels.

We check ownership, governing law and data location against primary sources: registers, regulators, filings.

Verified, claimed or unknown.

Every claim carries its confidence. A self-declaration is never dressed up as proof, and what we cannot establish stays unrated.

Independence is the product.

This directory is built for an independent nonprofit foundation, now in registration. No service can pay for a listing, a score, or a position in a ranking; there is no editorial dial.

The score is public and deterministic.

Same evidence, same score. The algorithm and its weights are published in full, so anyone can reproduce a number or challenge it.

Sovereignty is a spectrum, not a flag.

EU/EEA, EFTA and the UK, and candidate countries are not the same thing. We say which jurisdiction a service answers to and let you decide how much that matters.
